Don Wilkins joins Redhorse Corporation as Program Manager for the GSA TOA contract

Don Wilkins has joined Redhorse as Program Manager for the General Services Administration (GSA) Transition Ordering Assistance (TOA) contract. Mr. Wilkins brings over 27 years of diversified expertise in Program Management, Information Technology (IT) Project Management and IT Service Management for large-scale Department of Defense (DoD) IT network support programs.
Mr. Wilkins has managed portfolios of contracts as large as $33M in combined annual revenue and over 230 combined personnel. He has over a dozen years of USMC Program Management and Acquisition support experience assisting the Marine Corps with transition to the multi-billion dollar Navy/Marine Corps Intranet (NMCI), IT technical refresh, and transition from NMCI to the follow-on Next Generation Enterprise Network (NGEN) environment. He has over a decade of progressive acquisition management experience with the Naval Sea Systems Command (NAVSEA) and the Navy’s AEGIS Shipbuilding Program.

Prior to joining Redhorse, Mr. Wilkins served as Director of Department of Navy (DoN) Operations at Kingfisher Systems; Deputy Operations Manager, Program Manager, and Technical Manager for Jacobs Technology; Program Manager for Rockwell Collins; and various other increasing leadership roles for Jacobs Sverdrup and ANADAC, Inc.
Mr. Wilkins holds a Master’s of Science degree in Systems Management, with an Information Systems Concentration, from the Florida Institute of Technology, and a Bachelor’s of Science degree in Economics from George Mason University.
